Plumbing Estimating Services in San Francisco, California

The pipes in this city are older than most companies bidding on them. That is the whole game, and your estimate should know it.

The San Francisco Problem

San Francisco is the repipe capital of the West. The building stock is a century old in places, which means the daily work is not shiny new construction. It is replacing what is behind walls that were plastered before your grandfather was born, in buildings full of tenants who are not leaving while you work. Repipe and retrofit scope is where thin estimates get eaten alive, because the drawings tell you what should be there and the building tells you what actually is. Bid this city with new-construction assumptions and you lose twice: once on the jobs you win wrong, and again on the reputation that follows.

What We Count on a San Francisco Plumbing Bid

Repipes counted riser by riser and unit by unit, with the demolition, the access work and the phasing that occupied buildings demand. Conversion projects where every floor gets new wet walls. Water heating replacements, waste and vent rework, fixture packages to spec. We count the job on the drawings and price the job around it: the staging, the protection, the tenants in place. On Complete, your fixture and material quotes run through your suppliers as your company, checked before the pricing lands in the bid.

The San Francisco Plumbing Market

The neighborhoods run a never-ending cycle of repipes and remodels in buildings that predate modern plumbing entirely. Downtown and SoMa carry the conversion wave as older office space finds new lives, and every conversion is wet-trade heavy. The hospitals and universities keep an institutional pipeline moving with specs to match. And public work across the city brings prevailing wage into the labor line. Small city, deep market, and the difficulty is exactly where good estimates earn their keep.

The Rules That Shape a San Francisco Plumbing Bid

The city runs its own Department of Building Inspection with its own rhythms, and your schedule has to respect them. Your C-36 is the license behind every number. Public work carries DIR registration, prevailing wage and certified payroll from line one. And the city's own rule is logistics: access, staging, hauling and tenant protection are real costs on nearly every job here. A bid that ignores them is a donation. Ours never do.

The Astra 5 Point Method

Have you heard of the 80/20 rule? Estimating is only 20 percent of winning a bid in the competitive open bid market. Most contractors, and most estimating firms, focus all their energy on that 20 percent. We built our whole service around the other 80: choosing the right jobs, building relationships with the GCs, tracking results, and negotiating the win. You pay for the estimating. The rest comes with it, because it is how we keep you winning, and winning is how we keep you as a customer.

  1. Numbers Analysis. Before we price anything, we work from your numbers: your overhead, your breakeven point, your labor rate and burden, your profit target. If you do not know those rates, we show you how to find them. A bid built on someone else's numbers is a guess wearing a suit.
  2. Project Qualification. We help you choose jobs you can actually win AND make money on. Example: if your breakeven is 55 dollars an hour and the market history on a project type shows it goes at 45, we will call you and tell you not to bid it, because you would be upside down before the first day of work. The next job, where the market allows 65, is the one worth your bid.
  3. Relationship Building. We track down the full bidders list so your bid reaches every GC bidding the project, then we call each one, as your company, to build the relationship and make you their new favorite. We win more second-place jobs than first because of these relationships.
  4. Professional Estimating. Every estimate is taken off piece by piece, so your company can job cost against it and know exactly where the money is. Scope letter with includes and excludes, quoted items to your suppliers, everything reviewed with you before bid day. Your letterhead, your name. No one ever knows you bid with an outside estimating company.
  5. Results and Bid Tracking. We call for bid results and track them so patterns form, then we work the negotiation for you, with your approval on every number. We get bid results about 80 percent of the time. Most contractors never find out why they lost. Our customers do.

The Win Ratio Ladder

San Francisco makes the ladder math brutal. A shop winning one bid in fifteen or twenty is paying coastal prices for a pile of dead estimates. Our customers reach one in five. Some hit two in five, and every rung means more crews inside buildings instead of more nights at the bidding desk. In the repipe capital, the winners are chosen bid by bid.

Industry Standard

Before Astra: most contractors win 1 in 15 to 1 in 20 bids. That is a 5 to 7 percent win rate.

1 in 5 = 20%

our customers typically get here quickly

2 in 5 = 40%

where we push next

3 in 5 = 60%

where bid tracking and relationships take you

Winning 1 in 5 instead of 1 in 20 does not just mean more work. It means every dollar you spend bidding buys four times the revenue.

How It Works for San Francisco Contractors

  1. We Quote You the Hours. Plans in, hours quoted for the services you select.
  2. You Approve the Cost Quote. Nothing starts without your yes.
  3. We Build the Bid. Priced for the job on the drawings and the one behind the walls.
  4. Follow-Up and Negotiation. We chase the bid results until they come back.

San Francisco Plumbing Estimating FAQs

Do you estimate occupied-building repipes?

Constantly. Phased work with tenants in place is its own discipline, and our counts treat it that way.

How do you handle existing conditions on old buildings?

We count what the documents show and flag what they do not, because retrofit surprises should be flagged at bid time, not eaten at closeout.

Do your numbers include city logistics?

Yes. Staging, access, hauling and protection carry real cost in San Francisco, and they go in the number from the start.

Do you cover prevailing wage city work?

Yes. Public San Francisco sets get DIR wage rates on the labor line from the very first entry.
