Plumbing Estimating Services in Sacramento, California

In the capital, the biggest plumbing client is the government, and the government reads every line. Send a bid built for that.

The Sacramento Problem

Do you actually know what a public bid costs you to produce? Most Sacramento contractors do not, and this market produces more of them than any other kind. State facilities, schools, municipal buildings: steady volume, heavy rules. Prevailing wage on the labor line, registration before you can even bid, documentation standards that bounce sloppy numbers on arrival. Meanwhile the private side keeps growing as healthcare expands and the suburbs build in every direction. Two markets, one desk, never enough hours. That is the Sacramento squeeze, and it is exactly what an estimating company was built to relieve.

What We Count on a Sacramento Plumbing Bid

Public packages get the full treatment: every fixture, every run of water, waste and vent, with prevailing wage labor built in from the first line and the count documented the way public owners expect. Healthcare work gets the completeness institutional owners demand. Commercial and TI work in the growth ring gets fast, careful counts at private speed. On Complete, your fixture package and quoted material get chased through your suppliers as your company, with every return checked before the pricing enters the bid.

The Sacramento Plumbing Market

Downtown and the capital core carry state and institutional work that never really stops. The healthcare systems keep expanding across the region, and hospital plumbing scope rewards contractors whose numbers are airtight. Roseville, Folsom, Elk Grove and the growth ring add steady commercial and ground-up volume as the region absorbs new residents. Sacramento is the rare California market where public and private both run strong, and the shops that can bid both sides at once are the shops that grow here.

The Rules That Shape a Sacramento Plumbing Bid

DIR registration and prevailing wage are not occasional in this market. They are the market. Certified payroll follows award, so the labor number has to be right when it is written, not repaired later. Your C-36 defines the scope behind the bid, and public owners check standing before they read numbers. We build Sacramento bids with the wage sheets and the documentation already inside them, which is exactly why they hold up.

The Astra 5 Point Method

Have you heard of the 80/20 rule? Estimating is only 20 percent of winning a bid in the competitive open bid market. Most contractors, and most estimating firms, focus all their energy on that 20 percent. We built our whole service around the other 80: choosing the right jobs, building relationships with the GCs, tracking results, and negotiating the win. You pay for the estimating. The rest comes with it, because it is how we keep you winning, and winning is how we keep you as a customer.

  1. Numbers Analysis. Before we price anything, we work from your numbers: your overhead, your breakeven point, your labor rate and burden, your profit target. If you do not know those rates, we show you how to find them. A bid built on someone else's numbers is a guess wearing a suit.
  2. Project Qualification. We help you choose jobs you can actually win AND make money on. Example: if your breakeven is 55 dollars an hour and the market history on a project type shows it goes at 45, we will call you and tell you not to bid it, because you would be upside down before the first day of work. The next job, where the market allows 65, is the one worth your bid.
  3. Relationship Building. We track down the full bidders list so your bid reaches every GC bidding the project, then we call each one, as your company, to build the relationship and make you their new favorite. We win more second-place jobs than first because of these relationships.
  4. Professional Estimating. Every estimate is taken off piece by piece, so your company can job cost against it and know exactly where the money is. Scope letter with includes and excludes, quoted items to your suppliers, everything reviewed with you before bid day. Your letterhead, your name. No one ever knows you bid with an outside estimating company.
  5. Results and Bid Tracking. We call for bid results and track them so patterns form, then we work the negotiation for you, with your approval on every number. We get bid results about 80 percent of the time. Most contractors never find out why they lost. Our customers do.

The Win Ratio Ladder

Public bidding makes win ratios public too. One award in fifteen or twenty bids means the losses fund every win. Our customers reach one in five. Some hit two in five, and from there we push for two in five, then higher for the shops that truly know their numbers. In a market where the same agencies bid work year after year, the ladder compounds.

Industry Standard

Before Astra: most contractors win 1 in 15 to 1 in 20 bids. That is a 5 to 7 percent win rate.

1 in 5 = 20%

our customers typically get here quickly

2 in 5 = 40%

where we push next

3 in 5 = 60%

where bid tracking and relationships take you

Winning 1 in 5 instead of 1 in 20 does not just mean more work. It means every dollar you spend bidding buys four times the revenue.

Sacramento Plumbing Estimating FAQs

Do you build prevailing wage into public bids?

Always. The DIR rates are in the labor number from the moment the estimate starts, so the bid that wins is the bid that holds.

Can you handle both public and private bids at once?

Yes, and most Sacramento plumbing shops need exactly that. The first come first serve queue keeps both sides moving.

Do you know the documentation public owners expect?

Yes. A public plumbing bid has to be complete and formatted for the process, because the right number in the wrong package still loses.

How fast is turnaround?

Depending on complexity and the queue, most sets come back in 24 to 48 hours, and big public packages get an honest hours quote before we begin.
