The Oakland Problem

The East Bay's mechanical market runs on two engines that bid nothing alike. The industrial corridor from the port down 880 carries process piping, equipment setting and plant utility work with specs that mean it. The institutional side, the campuses, hospitals and city facilities, cycles central plant and hydronic renewals wrapped in public rules. A shop chasing both needs two kinds of estimating muscle, and most shops barely have time to keep one in shape. So invitations slide, or counts get thinned, and either way the East Bay's best work goes to somebody else's letterhead.

What We Count on an Oakland Mechanical Bid

Industrial scope counted to the piece: process and utility piping run by run, equipment and connections to the schedule, and the demolition working facilities demand. Institutional plant work counted whole: boilers, chillers, pumps, hydronic piping and the phasing occupied campuses require, with prevailing wage built into public labor from the first line. On Complete, your equipment quotes get chased through your vendors as your company and verified before the pricing lands in your bid. Links to the mechanical hub (live slug).

The Oakland Mechanical Market

The port and the 880 corridor anchor an industrial base of plants, terminals and processing facilities that renew their mechanical systems on working-facility schedules. The universities and hospital campuses run some of the steadiest plant renewal programs in Northern California. The city and district facilities add the public layer, and the infill boom keeps generating building mechanical scope downtown. Two engines, one market, and plenty of work for the shops whose bidding capacity can feed both.

The Rules That Shape an Oakland Mechanical Bid

The classification under your number is the first thing an East Bay GC checks, C-4 on the boiler-heavy institutional work especially. Public packages carry DIR registration, prevailing wage and certified payroll priced from line one. Industrial owners along the corridor define access, phasing and safety constraints in the documents and expect the number to respect them. And the old building stock adds its standing rule: the demolition and existing conditions are part of the job, so they are part of the count.

The Astra 5 Point Method

Have you heard of the 80/20 rule? Estimating is only 20 percent of winning a bid in the competitive open bid market. Most contractors, and most estimating firms, focus all their energy on that 20 percent. We built our whole service around the other 80: choosing the right jobs, building relationships with the GCs, tracking results, and negotiating the win. You pay for the estimating. The rest comes with it, because it is how we keep you winning, and winning is how we keep you as a customer.

  1. Numbers Analysis. Before we price anything, we work from your numbers: your overhead, your breakeven point, your labor rate and burden, your profit target. If you do not know those rates, we show you how to find them. A bid built on someone else's numbers is a guess wearing a suit.
  2. Project Qualification. We help you choose jobs you can actually win AND make money on. Example: if your breakeven is 55 dollars an hour and the market history on a project type shows it goes at 45, we will call you and tell you not to bid it, because you would be upside down before the first day of work. The next job, where the market allows 65, is the one worth your bid.
  3. Relationship Building. We track down the full bidders list so your bid reaches every GC bidding the project, then we call each one, as your company, to build the relationship and make you their new favorite. We win more second-place jobs than first because of these relationships.
  4. Professional Estimating. Every estimate is taken off piece by piece, so your company can job cost against it and know exactly where the money is. Scope letter with includes and excludes, quoted items to your suppliers, everything reviewed with you before bid day. Your letterhead, your name. No one ever knows you bid with an outside estimating company.
  5. Results and Bid Tracking. We call for bid results and track them so patterns form, then we work the negotiation for you, with your approval on every number. We get bid results about 80 percent of the time. Most contractors never find out why they lost. Our customers do.

The Win Ratio Ladder

Between the corridor and the campuses, the bids here are big and the estimating hours behind them are bigger, so a one-in-fifteen-or-twenty ratio quietly costs an East Bay shop a fortune a year. Our customers reach one in five. Some hit two in five, and the push upward never stops, because in a repeat-owner market every rung buys the next negotiation.

Industry Standard

Before Astra: most contractors win 1 in 15 to 1 in 20 bids. That is a 5 to 7 percent win rate.

1 in 5 = 20%

our customers typically get here quickly

2 in 5 = 40%

where we push next

3 in 5 = 60%

where bid tracking and relationships take you

Winning 1 in 5 instead of 1 in 20 does not just mean more work. It means every dollar you spend bidding buys four times the revenue.

Oakland Mechanical Estimating FAQs

Do you estimate both industrial and institutional mechanical work?

Yes, and that pairing is the point. Corridor process counts and campus plant renewals are different muscles, and we keep both strong.

Do campus plant bids include the phasing?

Occupied-campus constraints on the documents are priced as the schedule realities they are, not discovered later.

Is prevailing wage in the public numbers?

From the first line, with DIR registration assumed and certified payroll survivability built into the labor.

How do you treat the old-stock demolition scope?

As part of the job, because it is. The count starts where the work starts, and in this market that is usually the tearing out.
